SADC Finance Ministers to Meet in Harare for Regional Economic Integration Talks

ARARE, Zimbabwe – Southern African Development Community (SADC) Finance Ministers and Central Bank Governors will convene in Harare on 2 July 2026 to discuss measures aimed at strengthening regional investment, financial integration, and macroeconomic stability across Southern Africa.

The high-level meeting of the SADC Committee of Ministers of Finance and Investment and the SADC Peer Review Panel will bring together policymakers from the 16-member regional bloc to enhance cooperation in finance, investment, capital markets, and economic governance.

The meeting will be chaired by Enoch Godongwana, South Africa's Minister of Finance and current Chairperson of the SADC Committee of Ministers of Finance and Investment.

Ahead of the ministerial session, Senior Treasury and Central Bank Officials will meet from 29 to 30 June to provide technical recommendations and policy guidance for consideration by Ministers.

According to the SADC Secretariat, the gathering is being held under the framework of the SADC Protocol on Finance and Investment, which promotes policy harmonisation and regional cooperation to support sustainable economic development and inclusive growth.

Key issues expected to dominate discussions include macroeconomic convergence and stability, development of capital markets, promotion of foreign direct investment (FDI), and the enhancement of regional payment systems such as the SADC Real Time Gross Settlement (RTGS) platform, which enables faster settlement of cross-border transactions within the region.

Ministers will also review progress towards operationalising the SADC Regional Development Fund and establishing the SADC Development Finance Resource Centre, initiatives aimed at mobilising resources for regional development projects.

Other agenda items include improving connectivity among regional stock exchanges through the Committee of SADC Stock Exchanges (CoSSE), strengthening oversight of insurance and non-banking financial institutions through CISNA, and advancing anti-money laundering and counter-terrorism financing measures.

The meeting will further assess the status of Member States' accession to key SADC finance and investment protocols and consider the outcomes of the SADC Foreign Affairs Ministers Retreat held in May 2026 in South Africa, which examined the impact of evolving global geopolitical developments on the region.

The SADC Peer Review Panel, comprising Finance Ministers and Central Bank Governors from Member States, is tasked with monitoring progress towards agreed macroeconomic targets and recommending corrective measures to ensure policy coherence and economic stability throughout the region.

Outcomes from the Harare meeting will be submitted to the SADC Council of Ministers and are expected to contribute towards implementation of the SADC Regional Indicative Strategic Development Plan (RISDP) 2020–2030 and the bloc's long-term development blueprint, SADC Vision 2050.

SADC, established in 1980, comprises 16 Member States and seeks to promote sustainable economic growth, regional integration, peace, security, and prosperity across Southern Africa.
